Florida Sneak Peak at Carriers on Exchange

I'm not a Florida agent, but is UHC using the standard UHC networks or one developed for the Exchange?
 
I downloaded the latest Time and Florida Blue rate filings from the Florida DOI site and while neither specifically lists their rate requests (they have a number of 'Trade Secret' protected files that have the rates) the Time filing shows their MLR as of May 1st at 74% and it clearly has a 0% rate increase listed for CoreMed in the same table.

I would assume that in order for a rate increase to be justified under ACA the MLR would have to be above 80% (if someone knows differently please comment).

Blue has none of this information available, period. How surprising.

If Time doesn't raise rates in Florida (their filing is state specific and the above information is strictly based on their Florida policies) they will be a big winner during OEP for 2015.

I also looked at Cigna and Aetna, they also had 0% and no information about premiums, MLR or anything else.

Time had 0% but all of the above plus an average premium of $454, that is why I posted this.

I welcome anyone to look at the filing and provide some input, I've already read all the articles regarding the carriers not listing their premiums but the Time filing looks different.

Keep in mind that Time was available off exchange only during last OE and that rate info may be based off of that.

I wrote 120+ Time policies off exchange during the last OEP, if they are competitive for 2015 I will easily duplicate that On Exchange for 2015 using one of the third party private exchanges like Health Sherpa or some other (yet to be announced) website that truly provides an agent with all of the tools necessary to complete an application in a time effective manner as well as 100% certainty of getting paid.
