HHS and MLR

All of this hits in 2012, which coincidentally happens to be an election year . . .

Sadly, 2012 returns aren't due until April 15th, 2013. That is well after the 2012 election. Unless you are saying the rebates will be due in 2012 for 2011.

Rebates will be calculated the end of 2011 and most likely mailed at the end of the year. Expect 1099's to hit no later than Feb 2012.

Of course it is possible the checks won't be calculated until the first of 2012 but either way, business owners will be scrambling the first of 2012 to figure out how to get divide the spoils and return it to current and former employees. Once they understand the cost to them of handling this BS money, watch them to start dropping group health insurance . . . in 2012, not 2013.

interim final rules

Isn't that an oxymoron?

Then yes, that will be huge come election time. From your original post, I thought you mean the rebates would start for the 2012 year. Even the Fortune 1000 is going to be pissed by this. That is a lot of accounting time to figure it all out.

They are going to have to figure it out fast, the quarterly reporting starts first quarter of 2011. The rebate thing is a done deal. That's their way of buying votes.

And using OPM.

In this case, the carriers AND the employers.

Reporting of the value of your benefit starts (I believe as an option) in 2011, but the calculations as part of MLR definitely start in 2011.

The carriers will know this early on. Consumers and business owners won't really know until 2012 when checks and 1099's start arriving.

It won't be much of a rebate after the company deducts an accounting fee from your rebate before adding it to your paycheck.

:D:D

It will be fun seeing the reaction of government as premiums continue to rise due to ever increasing medical costs, and not because of "greedy" insurance executives.

The folks in DC will continue to demonize carriers just like they did to drum up public support before final passage. Just when you thought it was dead, it came back to life and was passed in the dark of the night.

Politicians will continue using that pitch until it no longer works . . . which is pretty much the way it has been for the last few months.

As more and more of Obamacrap is rolled out and the public learns what is in the law (even without reading it) the outrage will continue to grow.
