How Are People Canceling Previous Plans when Using Web Broker to Enroll?

Cadylou: Isn't there a reason the FFM yanked her subsidy? Blue Cross didnt yank the subsidy, the government did because she probably didnt send them something they were asking of her...Thats not Blue Crosses fault. Come on now. If the government is being ridiculously generous with these tax credits its the responsibility of the policy holder to follow through with documents they are required to send to the FFM. Maybe she was underreporting income or maybe she was behind on her taxes? Maybe its HER fault ?

Read the thread--her income was less than we anticipated. She didn't do anything wrong. I'm not going to type it again. It's another real reason we should be using "real" income AFTER taxes are filed rather than estimates and projections.
 
Question: For those leaving the marketplace all together for 2016. There is a auto generated 16 app, I click on 15, calendar it to cancel 12/31, don't do anything to 16 app.

Anything missing?
 
I would also remove the 2016 app just to be sure. I have nightmares this is all going to be screwed up no matter how we all do it.

I know - the whole thing is such a "cluster" . . . . .I worry that something is going to drop through the cracks no matter how hard I work to prevent it . . . .
 
Problem is that I have tried to do that, it indicates that a plan has been enrolled in via that 16 app, no such thing has happened unless they are mapping her 15 plan to the 16 app. Still, found it impossible to remove the 16 app.
 
Choose a termination date of 1/1/16.
I'm telling my clients to let their old plan lapse for non-payment IF they start getting a bill for 2016 coverage (from a passive renewal).
I still haven't figured out WHAT those passive renewals will actually DO on Jan 1st!

Exactly right TxOnline. On-Exchange, last app entered trumps all prior. Involved insurers will receive cancellation notices from the Marketplace as applicable. Some don't cancel as they should, but avoid problems by keeping clients off of PAC auto-pay. Tell them which bill(s) to ignore, and which one to manually pay.

1. Client does nothing. I assume current plan will renew at higher rate.

2. We input new application with the same carrier. Will this be issued or will the "pre-loaded" CMS 2016 app be issued?

3. We input new application with a different carrier. Will this be issued or will the "pre-loaded" CMS 2016 app be issued?

4. Can we "kill" or delete the pre-loaded CMS 2016 app?

5. Anyone seen any printed guidance on this from CMS?

6. Last app in wins?

My questions exactly. What a mess . . . .you would think they could simply bang the SSN up against the account & auto dis-enroll the previous plan in the same way that they do that with the Medicare number for part D. I'm amazed that they didn't include this type of feature. I've seen no written guidance on any of this . . .
 
I think this is where the (PITA) double redirect with HS comes in, and probably why it was mandated.

Through the FFM with HS now, I go in and search for the 2016 pre-loaded app and pull it in to work from. I review the app and make changes as needed. I am not creating new 2016 apps.

I have gone back to check on these apps later and they do show the new coverage chosen through HS effective 1/1/2016, as well as showing the termination of the current coverage 12/31/15, same carrier or not.

Before HS started the double redirect, I was only using it for apps where I knew a 2015 app did not exist (or where the 2015 carrier had pulled from the market), so there wouldn't be a 2016 app to deal with for that very reason.

Am I doing it completely wrong?
