HSA Contribution Limits?

If a family has, let's say, a $3000 deductible HSA and that is also the maximum OOP expense, can they still contribute $5,950 towards the HSA, or only up to the deductible amount?

They can contribute up to the limit regardless of the deductible. This law was changed a couple of years ago.

So long as they're a family, they can contribute to the family limit. The deductible amount doesn't enter into it, except to qualify the plan for an HSA in the first place.
