Yes and no. Directories make little or no difference regarding organic SEO, but they do have an impact on local search listings. 'Citations' are what local search cares about, and directory listings are part of those. Local search is often overlooked as a traffic optimization vehicle, even though changes by Google back in April present local search results (maps) for a greater range of searches. If you want your agency to be in the Google Maps ten pack (presuming your agency is a local business), then consistent listing of your agency information in multiple directories is one tactic you should be undertaking. I'm not sure what you mean by 'high PR' directories, but with a few exclusions like business.com and the yahoo directory already mentioned by Dave, I'd be skeptical about paying for any listing. We have identified about 40 listing services that allow free registration - these registrations won't help much with organic search, as noted, but will help local search ranking. Some are business directories, like Google Maps; some are internet yellow pages, like yellowpages.com, some are social networking sites, like Yelp; and some are data providers, like Merchant Circle.

I should also mention the importance of using local and location specific information in your listings (i.e., local phone number, vs. 800# and street address vs. PO Box) and being consistent with your information across all your registrations (i.e., don't use an abbreviation on some - St. - and full spellings on others - Street).

The conversation is drifting. Coming back to the point, i believe directories are really not such a good source of links mostly because of the effort required and benefits gained. No harm in doing it though specially, business.com and the likes of bestoftheweb.com and the yahoo directory. You should focus more on getting quality links – from pages that are ranked higher and more relevant. Try blog commenting.
 
i would like you to add one of the site for public claim adjuster and insurance claim adjuster in your directories. I am their client, i think they serve some good services........
