Medicaid Spend Down - Need Help

I'm looking for health related products which a Medi-Cal recipient can purchase to reduce his/her share of cost.

The situation is that due to cutbacks, many (and me 1,000's) of very ill people have to spend $800+ monthly before the state pays for in-home help. The product must be health/dental related and guaranteed issue. In general, the person will need to spend $3-400 per month.

I've been asked to try help by an organization that works with these lower income individuals. I'm out of options.

Any ideas?

I don't know how CA works, but out here in the midwest, I would contact the state department of family services. Case workers usually are given the task of determining the spend down, so they should know what qualifies and what doesn't.

I wouldn't advise asking just any case worker at random, because they are subject to error, but there should be a supervisor in the office that is responsible for the regs that should know.
 
I know what type of product qualified, just can't find them at a high price. Dental works but $89 is the highest price I've found.

Generally, I need $500+ a month in premium so they avoid a $1,000 in share of cost payments.

I can get them a supp with AARP unless they are ESRD for about $260. Still need a bit more.

Thinking out loud, AARP for $260, dental for $89 might get us close. Any guaranteed hospital indemnity plan out there?
