Hello everyone, I am running some facebook ads and i collected decent amount of names, numbers and emails. My question is: since they gave me their info, does it mean I have permission to follow up with them (and sell MAPD plans- I know I can sell supp), or send an educational email?

Sounds like a lead to me. I would be sure to have info on their that giving their number will mean they will be contacted by a licensed agent

I wrote that in a disclaimer: By clicking submit you might be contacted by me

Yes, just like any contact form if they've submitted their information and you have notified them in the ad that they will be contacted by you, then you have permission to contact. Likewise, if they ask not to be contacted, you have to honor it. Facebook ads are a good source for lead generation. In regards to selling MAPD/PDP, you can do this as long as you follow the guidelines, like getting them to sign a scope to discuss the information.
