Need Advice on Marketing Idea in NJ

I had an idea for a new marketing campaign, but I'm worried that it may be in violation of the law on inducements, rebating, etc.

I'd like to start a campaign where, for every new policy written, my agency would make a $5 donation to a Children's Cancer Foundation.

Does anyone know if this would be illegal?

I was always under the impression that as long as it was below $25, it was legal.
