OEP 2016 Changed to 11/1/2015 to 1/31/2016

Folks, the OEP is gonna be a repeat of this year, just 15 days prior.
It's still 90 days 11/1 to 1/31, like this years OEP (Nov 15th - Feb 15th).

Second, it gives us an extra 15 days for that initial crunch for Jan 1st effective date to accommodate NGF plan cancellations, auto/passive renewals, and new clients. I can't repeat the 267 apps in 30 days again.

It lessens the overlap with medicare, allowing medicare/pdp biz to be done from Oct 7th - Nov 1st.

It also allows people a "do-over" if they don't make payment on time, and need to re-enroll (like many of my clients this year)

45 days is not enough. I think you should call Burwell and tell her.

And its Oct 15 to Dec 7 on Medicare. We can start running stuff at Medicare.gov on 10/1, but you can't enroll til the 15th.

Oh well. It is what it is.

The time frame just doesn't make sense. So many don't know what they made the current year much less estimate the upcoming year. Most of my clients are farmers or self employed. The holidays are also a problem in that time frame.
 
Long term, they need to bite the bullet and move it to 2/1 to 6/15 for a 7/1. Move everything to a 7/1 contract year (ded, coins, oop's) and use the previous years MAGI to determine the subsidy. Eliminates the clawback, the income guesstimate, income verification.

Can I elect you to Congress? What a great start on tweaking this law.

Santa has it. Not sure he will share it but never hurts to ask.

This stupid idea of open enrollment can be eliminated with a 6 month (or longer) waiting period for pre-ex conditions.

The holidays are also a problem in that time frame.

If you are expecting Congress to make a change, good luck. Consider elected officials only have around 100 days each year of scheduled "work". Monday's and Friday's are travel days when nothing gets done so reduce those 100 days to maybe 70 days a year.

The document mentions comments from the public regarding overlap with Medicare OEP and group insurance OEPs. NAHU's email said they lobbied strongly on both points.

I (finally) open the document and now see that this is a FINAL rule. How did we miss the "interim" rule that was published for public comments? Was there one? Everyone seems to be blindsided by this announcement.
 
This change puts the final nail in the coffin for me with ACA plans-I will focus on my Off Exchange clients and eliminate all of my clients who are high maintenance, I can't go through another OEP like this one where we are forced to deal with an entire book of business in a very short, inadequate period of time.

kgmom has the best idea, it makes so much sense that it will never happen, unfortunately.

Completely agree, but I'm sticking to the WA exchange.

I personally signed up over 400 families in 47 days before 12/31/2014.

I hired a full time employee to help me enroll new families. She did just over 100 herself. Almost paying foe her salary already.

I'm going to Automate for 2016? Any ideas on how to do this more effectively?
