Original poster here and wanted to thank everyone for their thoughts and let people know final resolution.
The woman called and said her father was able to buff out the damage and the issue is resolved.
Here is what I *think* may have happened. Since no information was ever exchanged, we don't know which is her car. However, my wife looked around and did find the one black Honda Accord that seems to be parked regularly. The front, plastic license plate holder was broken on her car. Perhaps when the two cars were initially parked in the morning all was fine. Then when someone pulled out from the spot in front (across the roadway) of her, that person backed into the front of her car (breaking the license plate holder) and sending her car slightly into my wife's car.
