According to this, the Feds spent $180MM administering the PCIP for 135,000 insureds.

That's a cost of $1,333/insured in annual administration costs. Likely well below the MLR, were it applied.

I'm sure the full PPACA implementation is going to be flawless.
 
To illustrate how far behind Illinois is, we just recently set up the new PCIP/IPXP website that allows online enrollment.

Since Illinois enrollment is 80% lower than projected, perhaps our program will last until December? Although it probably doesn't matter, because the three IPXP applicants I assisted never made it to approval. The state kept asking for more stuff and saying that they never got the documents that applicants mailed to them. Corrupt Illinois is probably planning on keeping and spending most of the millions of dollars that the Feds sent for the program. In fact, I heard on the news last week that $7 million is mysteriously "missing"!:twitchy:

Perfect example of a future national healthcare. They can not deny your surgery because meet all the criteria however they never "recieve" your paperwork until you pass away from not recieving care.
 
After 3 years of spending taxpayer money on meetings, conferences and vendor procurement to build the IPXP/PCIP Website for Illinois, our dim-witted state finally got it online in January 2013.

Today, the State announces that there will be no more IPXP/PCIP enrollment after this coming Saturday (3/2/2013).

The IL Morons couldn't even admit that they choose to end the plan on March 2nd. Instead the link title and story blames it totally on the Fed Government. Illinois still has not spent a fraction of the funds.

Actually if you read the CA PCIP text, it indicates they are stopping new enrollments at the direction of HHS. This is the common theme, HHS shuts down federal with less than one day notice (2/16) then directs all state PCIP to shut down new enrollments 3/2. This is coming from federal.

I can't prove it but suspect this is a money-grab to capture the remaining PCIP allocated funds and redistribute them to keep the 100k subscribers afloat.
