They check on Vector reports when contracting agents, but they don't report debts to Vector.

Honestly, I wonder if its because they call on indy agents clients and sometimes replace them.

You may be right about them not reporting to Vector. However, they do monitor Vector and if an agent gets a hit, they will immediately inform us and ask us what we want to do with them as far as advances, termination, etc.

They probably do that to hurt other companies to make up for all the GI business JD's sent their way over the years.
