CMS delays insurance payout data from ACA's risk corridors

Remember the news that carriers weren't submitting because they knew the pool was dry and they wouldn't get anything?

This is saying that they'll be able to cover ALL the claims.

I bet that's where the issue is-they finally saw that they'd be collecting far less than is due and are backpedaling rather than admitting the shortfall.

HHS OIG says HealthCare.gov skipped group coverage access checks | LifeHealthPro

The Centers for Medicare & Medicaid Services (CMS), the part of the U.S. Department of Health and Human Services (HHS) in charge of the exchange program, was supposed to come up with a manual system for handling conflicts between what applicants said about access to employer coverage and what other government data sources, such as income tax filings, implied about the applicants' access to employer coverage. CMS officials told the HHS OIG investigators that they were starting by emphasizing inconsistencies that affected a larger number of applicants, that they had a temporary manual process in place, and that applicants who lied on the applications are subject to possible prosecution for perjury.

Nothing to worry about, they never got around to actually doing that.

"We confirmed that CMS had not implemented the interim manual process," HHS OIG officials say...

Also says 2 out of 45 apps they sampled had inconsistancies that were handled incorrectly, implying as much as 4-5% of apps might be effected.

How do you find out how much money the government is giving these insurers these days to stay alive? Any ideas? I'm sure they are giving many insurers life support payments would that be correct?

Here is the latest memorandum from CMS, dated October 1, 2015
https://www.cms.gov/CCIIO/Programs-.../RiskCorridorsPaymentProrationRatefor2014.pdf

I think this memo is what set off the rash of closure announcements by the co-ops.. It looks like the insurers will only get 12.6% of what they were expecting, and it won't be paid until December 2015. But the government says it expects insurers contributions to the 2015 fund to be current by the end of November 2015. It's hard to imagine that insurers go along with this Ponzi scheme under these circumstances. It has Bernie Madoff written all over it.
