Soooooo, I thunk that OFF and ON marketplace policies were already mandated to be in the same risk pool? I think this reporter got things mixed up, or am I wrong.

I think the author is confused. What he may be thinking is several states including Vermont combined individual and small group.

I'm glad Kaiser chose it's wording carefully by using "Preliminary" for that data/map. HHS is in the process of strong-arming a lot of carriers to reduce their 2017 increases. We know that last year, a couple of them gave HHS the finger, and dropped-out in September.
 
SC increase requests are interesting this year. Aetna has the highest, Blues are in the middle, and UHC small group is the lowest.

2016 rate increase requests were 4 pages long. This year its just 2 pages.

I thought BC was going to be the only player in SC? I still have family and friends there that are asking me.
