This year, however, as long as an issuer provides a product withdrawal notice by Oct. 31 — the day before the start of the open enrollment period — "CMS will not take enforcement action against an issuer for failing to send a product discontinuation notice with respect to individual market coverage at least 90 days prior to the discontinuation," officials say.

The Nevada legislature has put a public Medicaid option on the governors desk. This plan would be offered on the exchange, same as any other marketplace plan.
I think if more states took this approach it would make the exchanges more viable and affordable for consumers and insurers. The reason why is with Medicaid you get what you get, Medicaid. But, you get something.
I'd like to state that I do not think Medicaid for all is a good idea, but for many people a premium based Medicaid plan would be ideal.
