They're definitely using All Savers in Texas for 2015 Individual/Fam plans.
Announced this in their recent 2015 ACA webinar.
Don't remember if All Savers is for ON or OFF-exchange plans.

Texas everything on is all savers... Illinois with only one county is dissapointing. Game on BCBS IL...
