How bad of a lead do you want? There are different stages of "warm leads".

Stage0: cold lead, hasn't been called yet.
Stage1: lead that has been called, but the telemarketer didn't really explain anything and the prospect has not indicated interest, but the telemarketer marked it a lead. Those are super cheap. Probably the most "expensive" when you consider that they are basically cold leads, but you paid to have them "warmed up", and the "warmed up" didn't happen yet.
Stage2: The personal that answered the phone actually does have a level of interest in what is happening, and at least genuinely told the telemarketer to call back. Those are more expensive, and probably the hardest to get. Even with these, a lot of these still may forget the call, but at least there is some interest.
Stage3: The actual warm lead, this person answered questions that specifically indicated they wanted a call back (i.e., what do you have now? What are you paying? etc). Those are the most expensive, and frankly, I haven't heard of a lot of people getting those from any "per lead" pricing. Usually it's an economic game for the telemarketing company, and they have to produce leads under a certain price. So, what type of quality do you get when they are capping the cost? Not the best. The only way to really get these consistently, is to do it yourself. Or so that seems to be the case.

My guess, the "best price" probably throw some garbage in their to keep the "per lead price" down, but that doesn't usually mean you're getting the best quality prospect (or even one that knows why you are calling them and/or has agreed to the call). My favorite from when I was running lead cards, was, two appointments in a row I had booked an appointment with someone, they agreed, we set a time, and I showed up. I arrived, and the person answering the door seemed utterly confused; I told them the name of the person I set the appointment with, and then a lightbulb went off and they said "Oh, I believe you, I'm very sorry, (person) has dementia. I believe they fill out all of these cards and will set any appointment. I'm very sorry to bother you, but we aren't interested". Maybe something in the water in Rome, NY, hard to say, but it's more of a commentary on the fact that the disconnects between a "warm lead" and a "cold prospect" are a major friction point for lead generation services, and I think it's surprising how many variables there are in it.
