When I have the time, I will create a blog post and then an article based on the same theme. If I only have time to do one I will create a blog post. You'll usually get more benefit from adding content on your site than by adding content to someone else's.
I use the same basic concept or outline for each, but the blog post contains my long tail keywords, the article doesn't.
Writing a second article takes longer than just copying and pasting the first, but the second one takes a lot less time to write than the first since I've already thought about the topic.
I don't worry about the article ranking higher than the blog post, since they are different and the article doesn't have the keywords I'm targeting unless I put them in anchor text that links to my site.
