Why is Agency doing FBI check ??? (didn't the state do a check before you took the exam) ?

He did not say the agency is doing an FBI check.

Curious who will see the results of the FBI background!?? Is it used strictly for licensing? Or, will it be forwarded to/available for the agency?

The agency manager said, "i got your background back, and everything looks ok." So, I'm not sure if he just ran my credit, checked at the county level, state, federal.....or anything for that matter. I didn't ask him to be more specific!

No FBI background is required before taking the exam. An FBI check is done by DOI before issuing the license!

In my state, a check is done BEFORE the exam is given (logic being 'if you have an issue,' better to address iT before you waste 100's of hours to pass an exam that the state may not grant you a license in).

My assumption only.

The State only cares about the State. The agency and companies are on their own.
