Google voice does not require an existing phone number. You can port one if you want but they will let you pick a new number. Never had a delay. Don't need a phone either.

In order to use GV to full capacity you have to do that.

I agree.You have two options when selecting a Google Voice, number porting your existing number or selecting a new Google number.

Number porting is a feature in which your existing mobile number will become your Google Voice number. It allows you to take advantage of the full set of the Google Voice features like, one number to ring all of your phones, online voice mail, and more.

Btw: Google doesn't port landline numbers.
