I don't think it'd be hard to find companies that'll take that ROP, but SNL probably has about the best ROP rates.
And, they don't charge back for lapse or natural death during the first year.

I just asked the SVP of Sales & Marketing at Prosperity via email. Here's his response:
No it is modified although I just left a training and an agent told me 4 out of 5 have gone through level so the computer uw is accepting but I can not guarantee it for you.

So, it sounds like they have a little glitch in the computer. That would explain it! Shhhh though, don't tell anyone!
