I do not scrub my lists for DNC. I have received threats of being reported but never received a citation. I actually get a lot of sales from people who are on the DNC. What is the penalty for contacting people on the DNC? Does it matter that the number that I call from is under my ladies name and I use a different name on the phone?

Fines can be as much as $11,000 per call (say ouch....)
The fine is more likely to be imposed if the caller id number is a phoney number, i.e., not yours. One of the requirements is that you pass caller id. It probably doesn't matter whose name shows up, but it's not very professional to have the wrong name show.

I highly recommend you visit telemarketing.donotcall.gov You can subscribe for up to 5 area codes for free. Why risk it?
