Ongoing Exchange Glitches Keep Brokers From Getting Commissions | AIS Health

In April 2013, CMS told agents and brokers that they would not have access to a dedicated Web portal for selling coverage through federally facilitated and partnership exchanges, as was envisioned (HEX 4/4/13, p. 1). The portals were to be producer-specific websites where brokers could offer clients side-by-side comparisons of plans offered through an exchange. CMS explained to industry trade groups that it didn't have the resources needed to get the portals up and running in time for the start of the enrollment season. Bissett says HHS has made it clear that such a portal will not be developed in 2015 for the individual market, and has been unclear about whether it will ever develop one.
 
UPDATE: Review of Healthsherpa

Thursday I submitted my second app through HealthSherpa (HS). This one was not an immediate enrollment and it leaves me questioning the use of the site during AEP.

The first app went through almost immediately. As soon as I finished submitting the app on HS, I was asked the 4 security questions for my client. Two hours later, client received a jpeg of the app and a pdf of the eligibility. Nice and smooth.

The second app did not switch over to the 4 security questions immediately. There was a span of about 29 hours before the client received her confirmation she was enrolled.

Not knowing how often you will have to wait 24 hours for approval is not worth the 30 minutes you save by not using HC.gov. With HC.gov at least you know your clients are enrolled and you can proceed to payment with carrier. Having the client wait for approval is not something I want to do. It feels like it makes more work on this second app. Now I have to reconnect to the client for payment and wait for the carrier to get client's info on their system.

Unfortunately, this second app has me questioning how often I will use HS.
 
Submitted by 2nd app through Sherpa today, the 1st (2 weeks ago) has been approved and issued.

These are both Aetna and it's tough to track them on their system. They do have a form to submit for credit but it's a pain (needs policy holder signature) and I don't feel like I should have to jump through hoops to get credit (although I will do whatever is needed to get these credited).
 
If you have to send in an AOR form, then it's not working.
I wrote 40 on exchange with Aetna, and I only had to do the form once.

On average, how long after the effective date did it take to show up on your Producer World Book of Business report? Or any other place on Producer World?

It won't show up on PW BOB until the client actually pays the premium (takes 10 days to receive a bill in the mail), and received by the carrier, and then it could be 1 day or 1 week to show up on BOB, and sometimes not show up at all. The paid through date on PW is rarely accurate also.

That's pathetic-does Aetna pay the commission in the following month so at least I will know at the next commission cycle?

Since this is a HealthSherpa.com thread, I will say that their system is really good, I literally submitted the application today in less than 10 minutes and had the subsidy eligibility letter and enrollment form sent to my email in another 10 minutes-it's just a matter of how the back end works regarding AOR. If all goes smoothly, I can see this as a great tool for the next OEP and the enormous number of people with coverage being terminated at the end of the year (Humana sent out a final letter today essentially cancelling all of their non-grandfathered plans at the end of the year) except in a very limited number of states (none of which I do business in).

You may get paid on the client portion only in the following month, and the tax credit portion 3 months later.

Thanks, I don't care about how much is paid and when, it's much more important to have confidence that the process works routinely on these.
