If you do a paper application without doing the phone interview you're asking for them to do a random call to your client which typically torpedoes the business .

If that is the case, don't submit this app. Doing so puts yourself in serious risk of losing your appoitnment.
First, the agent report asks if you asked the client the health questions. How can you do that if they don't speak english? An interpreter will not suffice btw.
Also, if the client is selected for a random phone interview, they won't be able to complete it because they don't speak english.
Go RNA and just order the interview done in their native language. At leas then you're compliant.
