Their statement was only partially true. They don't have the MANPOWER, but they do have the DESIRE to collect the penalty tax.

Americans with Non-Qualified health insurance, who have a Refund coming from the IRS in 2015, will have the penalty tax deducted from that refund.

The confusion and anger that this generates will be something to behold. It's too bad Romney/Ryan didn't stress this Penalty-Tax more in their speeches.

When this thing really does kick off, if it ever does, expect a LOT of backlash over plan changes and premiums.

I have been hearing some say Jan 2014 is fantasy. Someone said today it will probably be pushed out even further, possibly another year (2016)

Works for me.
 
Info from the "Certification of Coverage" employers must start 2014 providing to IRS presumably will help enforce individual mandate. Info includes who (& when) was offered coverage, premium, contribution, etc. They could cross-check this stuff if they want to.
 
An IRS "Enforcement Commissioner" testified before Congress in September. He states that only 4 million people will be subject to the penalty tax. Talk about being out of touch with reality! The bill includes hiring 16,000 new IRS agents. What are they going to do? Sit on their thumbs? It is not up to the IRS to decide what they want to do.. The administration and the congress make those decisions.
