In Life Insurance, for example, where does lead generation become selling. In other words how far can a non licensed lead generator go during an outbound cold call before the call must be handed off to a licensed agent to complete the sale?

The lead generator can qualify the prospect by asking qualifying questions and offering a quote from the agency, oftentimes referring to the agency as "we" i.e.

Thank you for calling my name is so and so we can give you quotes from all the top carriers after asking you a few quick questions here's the first one are you near a computer?
Do you have form of payment?
Are you taking any meds?
