i went to anthem seminar in Cali yesterday with a bigwig speaking. He swore Medi-Cal will be commissionable in Jan.

Also no rateups for tobacco

That 020 guy doesn't know his you-know-what from hole in the Arizona desert (:yes:)

I checked with my sources (snopes) and here's what I have found.

1. Tobacco - true, Anthem Blue Cross CA will NOT rate up for tobacco use in 2014 on IFP plans.

2. Medi-Cal - not sure about that since it's paid by the state and not the carriers. Anthem DOES have rumors of a new dual eligible product coming out this year (medi-medi) so perhaps that is what the OP was hearing about?
 
From what I understand it is in violation of either CA or Federal Law to pay commission on either Medi-Cal or Healthy Families.

HBEX has made it clear that agents are tasked with those enrollments at no compensation as a "cost of doing business' in California.

My feedback from Anthem was that this may have to do with the possible dual plan they are thinking of bringing out later this year.

No. My intention is to farm these off to navigators or any assistor who receives the $58 per app and cross-refer exchange-level for comp from the carrier (paying the assistor to make whole for the referral not contingent on sale).

I am working up a "playbook" with Greensky about these exact situations.

According to CA HBEX we can pay, refer, and even hire assistors who receive the $58 per app fee.
