Specific to CA, Nav's get paid to do medicaid, Agents do not. So, give medicaid leads to a nav relationship vs doing pro-bono business.

Nav's and agents get paid for exchange plans, so have the NAV pass the exchange lead to an agent, and the agent will pay the NAV the $58 to make them whole. Nav wins, agents wins.

They've changed it. Navigators work off of grant $ on salary only now in CA. No $58 for the Navigators.

Direct Benefit Assisters who are not Navigators will get the $58 per enrolled application for Medicaid, CHIP and Exchange.

The premise of cross-referring, hiring or paying assisters is still valid but the change with the Navigators will make it a bit more difficult.

BTW, certain assisters were screwed out of the $58 per app -- medical groups, hospitals, medical providers and so on.

In order to become a Nav entity, I would have to file for a grant for funds and demonstrate an ability to reach certain key demographics in CA.

Image below is a list of IPAs (In-Person Assisters) who are separated from the Navigators (but includes agents) for CA. Take a good look at that list. List does not include the "retail program" which is still in development for entities like WalMart, Target and so on.

I listened to one of the Covered Ca webinars on nav program and articulated the choice to NOT go into the retails. Have you heard otherwise? How do you see the nav/assister army being distributed?
 
Nothing new since Feb 7th, this is where it is as far as I know.....

People will buy exchange plans from retailers, Assisters, Navigators, Agents, Directly on the Exchange and even from Carrier Direct Sales.

Agents simply need to find their place in the exchange system if they want to work there. Remember IFP sold outside of the exchange and SHOP cannot be sold by any assisters or navigators, only licensed agents.
 
Yes, they were under consideration. But their conclusion was not to do it, according to that webinar after feb. I think you can still access it on the Covered CA site
