Ask ANY dialing provider to accept full liability for any laws broken and pay any penalties as a result of THEIR dialing.

See how many companies you can find.

You are also liable if their list is not DNC complaint. A lot of vendors will claim they are registered and comply with the DNC rules but they don't - they simply buy a list - typically one of those "entire country for $69.95" lists that isn't remotely complaint.

Some will claim they scrub the list - if they don't you're still the one on the hook.

Most lists are scams. I've used list before where the vendor claimed they are updated quarterly - yet I call places, as for the business and get "they've been out of business for 5 years" or "he died three years ago."

Very true John... buying a residential list and not scrubbing the list yourself before use is not reccomended. The best advice is to deal with a reputable list broker.

There are companies and individuals out there especially on the internet that portray themselves as list brokers simply because they own a database... nothing can be further from the truth.

When it comes to data, the freshest, targeted data using any necessary filters and criteria to target your ideal client is best. A legitimate list broker will find a source for the data you need, run counts and provide a price per name or price per M.

Not sure if you are dealing with a real list broker or one who owns some data and continues to resell the same databases over and over again? Ask them to run a count for credit/debt data with the FICO's varying say, 600, 610 and 620. If they can provide you with the actual count results from one of the bureaus, showing the 3 different segments, then they are probably legit.

As far as accuracy on data, there is not a database out there, even lists pulled directly from the bureaus which are updated on a daily basis, that are 100%. In most cases you can expect an accuracy of 98% for mail delivery and 85% for telephone accuracy.

Modeled data can be even worst with filters, lets say for FICO varying 50 points.

Data is not updated unless there is an occasion for an update to be made... in other words, if that update is not provided from some source, someone buying a car or home for consumer data, someone answering the phone at a business and be willing to provide information, inaccuracies can be carried on records for years.

We have all received calls at our business's from a list compiler or organization wanting to ask information about who owns the business, how many employees and etc. If we are not willing to answer those questions, then updates are not made to the record.

I do have a source for email address's, but email marketing is difficult in a sense of, if you do not compile your own list, and have to buy an email list, by the time a compiler starts to sell the list(s) they own, the list has already been hammered by multitudes of offers and ads in most cases.

Even with this being the case, there are companies making money with email marketing, that's for sure.

Now these lists are usually compiled from responder data... someone sends in a response postcard or fills out a form on the internet. Feel free to give me a call and let's see if I can help.

One more thing you need to think about... and that is "How am I going to deliver my email marketing message?" because if you do not set up an application or a third party company to do this, you run the risk of your ISP shutting you down for spamming weather you are using a legit list (opt in) of address's or not. Most ISP's will shut you down first and then ask questions later.
