In general yes, the advice given would but you need to ansswer the following questions: who are you targetting (just UK or outside) and then what are your keywords (do they involve UK). Backlinks will help you whether UK or not but you need to know how to describe them (i.e. whether having UK in descriptions matters to you or not - is it something your audience would type in when searching)?

I am just targeting people in the UK but the good news is my sites are starting to produce enquiries now. The biggest thing I have learned is to have patience with the whole process and let the listings in Google have time to settle.

There are great points in the original post but I think a video tutorial website like Lynda.com is the best place to learn or learn more about SEO more comprehensively.
