Might be old news but All companies which want to do business in New York MUST have a separate company registered with NY to do business. Probably why your carriers won't let you quote for NY address. They might have a NY arm which you would need to be appointed with.
Not ALL companies have a separate company to deal with NY.

The problem for companies wanting to do business in NY, is that NY places restrictions upon them which affect ALL products sold by the company in ALL states, not just products sold in NY.
Therefore, if a company decides it wants to offload the NY restrictions for states outside NY, then they will have one company in NY and another company outside NY. The company outside NY does not sell in NY, meaning that NY's restrictions, regulations and obligations do not affect what it does.
Surprising, the most competitive New York term products often have the same premiums as for the sister company outside NY, but there are examples where that is not the case.
