Uninsured Can Enroll Through April 30, 2015

It's important to note, OEP has NOT been extended. A SEP has been created.

-Must live in a state with a FFM
-Must not be enrolled in coverage through FFM for 2015
-Must attest when they filed their 2014 tax return, they paid the fee for not having coverage in 2014.
-Must attest that they first became aware of, or understood the implications of, the Shared Responsibility Payment after the end of Open Enrollment (Feb 15) in connection with preparing their 2014 taxes.

Should work for almost all uninsured, but I'm sure you can see how some won't qualify. It's also worth noting that a pro-rated penalty will be generated for months uncovered in 2015 (potentially 5 months of penalty, 4/16-30 submission is 6/1 effective).

I'm hoping HHS/IRS relaxes the requirement that 2014 taxes must have already been filed before enrolling in a plan. Some want to enroll before doing 2014 taxes.

Uninsured now have until April 30, 2015 to enroll in a plan. Also, 800,000 Marketplace customers received incorrect tax information and must re-file, or delay filing their tax return this year.

I just want to resonate with another poster to the fact that this is not an extension of the regular enrollment period, it's a special SEP in which you have to abide by an honor code and match certain requirements in order to enroll.

I received the following from Humana regarding this issue:
• Must not have purchased coverage for 2015 through the Health Insurance Marketplace
• Have or are paying the mandate penalty for not having healthcare coverage in 2014
• Must attest that they only became aware of the mandate penalty after the end of the 2015 Open Enrollment period on February 15, 2015.

Basically anybody who was uninsured in 2014 can apply until April 30 2015!

BCBSIL is opening the special enrollment today, via paper application, for those who are not elig for subsidies. Enrollment between now and the end of Sunday 3-15-15 will generate a April 1st effective date.

Those who enroll at HC.gov on Sunday 3-15-15 will get an April 1st effective date.

From BCBSIL: "Enrollment effective dates will follow the 15th of the month rule, as follows:

•Applications submitted from March 9 through March 15 will have an April 1 effective date.
•Applications submitted March 16 through April 15 will have a May 1 effective date.
•Applications submitted April 16 through April 30 will have a June 1 effective date.
•Members cannot ask for a different effective date.
By indicating "TAX SEP" on the application for insurance, the applicant is self-attesting that they qualify for the special enrollment."

Maybe carriers in your state are following suit?

Humana sent me the following in which I surmise according to the second line that you may have not filed 2014 yet.
• Must not have purchased coverage for 2015 through the Health Insurance Marketplace

Eligibility For Special Enrollment Period For Those Subject To 2014 Penalty For Lack Of Coverage
One other item should be noted. CMS has clarified eligibility for the new special enrollment period from March 15 through April 30 for individuals who were unaware of the individual responsibility penalty, are subject to it for 2014, and are otherwise not enrolled in minimum essential coverage for 2015. Specifically, a person can take advantage of the special enrollment period even if he or she owes the individual responsibility penalty for only part of 2014. Also, a person is not required to have actually filed his or her taxes for 2014 and paid the fee, but need merely be subject to the penalty.

Answer "YES" to the two questions below at https://www.healthcare.gov/screener/marketplace.html between now and April 30th, and you qualify for enrollment...

See if you qualify for a Special Enrollment Period

1.) Do you need 2015 coverage because you didn't know until after February 15, 2015 that the health care law required you and your household to have health coverage, or because you didn't understand how the requirement to have coverage would impact you and your household?

2.) Do you owe a fee because you or someone in your household didn't have health coverage in 2014?

There's nothing stating that a March 15th enrollment will generate an April 1st effective date however. Nothing obvious anyway.

Has anyone seen on TV, newspaper's or on the internet anyone advertising this SEP? I have not seen a one on TV or newspaper's and very little coverage that one would have to search out on internet.
