2014 ACA Enrollment Tips (Agents Helping Agents)

I thought splitting made the subsidy not as good. Glad you confirmed. Customerhas to have coverage 1/1, so i sent it through, but i thought it came out higher.

FINALLY, have the answer.

Don't start at healthcare.gov. The BCBS site is working now. Go to their site (not the my business manager link) and apply for subsidy through their link (will redirect to healthcare.gov). It will then redirect you to BCBS for plan selection once the subsidy is calculated.

Just because I went through the thread and had some answers confirmed by my exchange:

Disability income
-It is counted as income if it is a plan held by the employer and paid with pre-tax dollars. All income from that plan would be taxable.
-It is NOT counted as income if, and only if, it is a plan held by an individual, and paid with post-tax dollars.
-SSI, as noted before, does not count as income.

As far as mid-year rate increases:
I can't speak for other states, but here in NY, while a whole year of rates have been filed, they were filed as 4 quarters, like always. Anyone with a 4/1 effective will have a different (higher) rate.

From the carriers that sent me rate sheets, the annual increase looks to be almost exactly what we've been seeing for the past few years, 10-15%.

Question:

Person has group coverage avail at work its affordable and mec. Person declined coverage in Nov. they wont be allowed back in until Nov 2014.
Can this person go to the exchange apply for and get a subsidy if income warrants it?
Remember the law stated you have to have HI Jan 1, 2014.

I understand that answer to be no, but because of no employer mandate, there's no tracking system for 2014 to verify affordable coverage at work. Purely honor system. Forbes had an article on it I believe

Foreigners, Green Cards -Permanent Residents & Medicaid

For a foreigner is there still a five year wait for medicaid? The reason I ask is that the health marketplace application gives no reason to think so. The person has a ss# and a permanent resident card so in nj the app says they are ok. however, the state agency dealing with medicaid seems to think the person must be here for five years? What do I tell this client? Thanks

The feds are making up their own rules, regardless of state rules.

I'd send them to a navigator to help them.
The navigators in your state probably already know the answer.

Sell them a temporary policy if they want immediate coverage.

That's being very generous. My limited exposure (all indirect) indicates they know how to complete a subsidy app in order to maximize the subsidy (whether you actually qualify or not) but beyond that they have no clue.

Agree, navigators no nothing, had one ask one of our agents how to do a subsidy application at a library where the navigator was in the back of building while agent was up front doing a seminar.

I'll tell you what on the subsidy app the day you called me I put in there was group available in 2014 for the person and it would not give a subsidy. I also did another on my wife this weekend and did the same thing, no subsidy. A month ago when I completed one on my wife and checked no group available they gave her a subsidy.

Navigators, at least the smart ones, know how to coach someone without telling them this is what to put down.

"If your income is less than $X you pay no premium, but if your income is greater than $X you will have to pay something. Now, what is your income?"

As Sgt Friday says, "Just the facts, m'am"
