Almost all of these states have had health care reform (and therefore higher premiums) for years!

How 'bout the other 41 states, including the Mid-West, South, & Western US?

HHS and State Regulators are "negotiating" with key carriers in those states.

Regarding the Passive Re-enrollment of Marketplace clients and the new automatic adjustment of their Subsidy/APTC for 2016, as described on Slide #6 of:

It was mentioned today in a carrier training session that HHS will not have the adjusted 2016 APTC calculated until mid/late October. However, insurers must send out renewal letters to clients not later than October 1, 2015. The APTC listed on these letters will be an ESTIMATE. Insurers are then required to follow up the original mailing with a final determination once the actual 2016 APTC is known.

I won't go into the comments the presenter made about this, but you can imagine...

At this point, I'm happy with anything that makes the carriers lives more difficult
 
225k calls went out to clients from marketplace last week to say there is an "error" in their application. Phone number given to my client was correct Mktplace number (no scam). App looks just fine. Call Hc.gov as authorized rep, and tells me about these calls that went out. It's going out to anyone that had some sort of "error" message at any point in the application process.

with these estimate letters Allen is talking about, I believe they are trying to confuse everyone, to insert the umbilical cord, where the clients are trained to only call big brother.

Some bozo near the top of Healthcare.gov decided that that the employees needed something to do to earn their pay outside of open enrollment. The bozo will be promoted for displaying uncommon initiative.

Regarding the letters...there will be no reason for the insured to call the marketplace. Insurers are upset that they'll have to spend more money on the Admin side of their MLR to essentially send out a second batch of identical letters, 2 - 3 weeks after the first batch.
