They actually said it was because the company that does the PHI gets audited and needs all records of PHI's on file in the firm of signed apps for when those audits happen. It really didn't make any sense to me but they were nice about it at least.

To put that into words us mere agents can understand...The PHI company gets paid for each one whether it is an approval or a decline. The app needs to be sent in so that both company's records match up.

That is part of it. RNA also does a script check and MIB. They need a signed authorization to go with it. So yes, they really do need that signed application even if it is a decline.

If it was just getting paid, turning in the phone recording would be sufficient.
