Terribly wrong. This is much appropriate use of such tool.

Google has simple and reliable metrics on how many backlinks can a web site achieve in a period of time. You can't naturally get 1000 links in first month. No way. If you did get them - you are spamdexing. If your website is real and backed by a real company, it will be sandboxed for something between 1 week and 3 years. If it isn't backed by anything - ban. It is well known thing is SEO world. Professional SEOs (I'm not a SEO, I'm programmer) discuss thing like "how many quality links is safe to add to a new website". Good figure is 10 links first month, 15 links 2nd and 3rd months, and after that continuous increase # of links by 15%-50%. Gray and black SEOs use such services to ruin competitors SERP (called "sinking").
P.S. I hope one day an agent will tell me - boy, let me tell you some basics of the insurance business.

Search Engine Result Page.
1. The links won't stick immediately... If I decided to blast 2,000 forum profiles at a URL and log into them consistently so they get indexed it would take MONTHS for Google to find all of the links. Not that this does that.
2. If the website has any links with PR and I decided to blast the stupid out of it with {scrapeXXX, Xxxxmer, Uxxt, SEXxke|whatever program} I'm going to help it in the long run as long as I create some sort of diversity.
3. Getting a site "backed by anything" isn't hard. Just blast links to a web 2.0 property and have those properties link to the money site (just not hubpages, they're pretty serious about this sort of thing). I have money sites that I blast directly that are 1-3 for "state + insurance" terms since they have enough authority now to handle them without dancing. Now these sites are also on separate nameservers with different class C IPs, yada yada....
4. You're also wrong about how many links a site could get immediately safely while not getting sandboxed. A simple syndication across Google News, Ulitzer, PRWeb would get a site hundreds of indexed backlinks in days. Totally legit, totally safe.
5. The tool on my website is a pinging service. Anyone that thinks pinging services are detrimental to SEO don't know what pinging is. I guess we should all avoid Ping.fm while we're at it too.
It's amazing how much people think they know just because they talk the most.
BTW, I've ranked new exact match domains for competitive keywords in 48 hours that stuck once I kept up the link building. Sandboxing is easy to avoid if we started discussing SE1+... Which we're NOT, all I did was post a pinging tool.
Judging from the backlash here you would think I made a Movable Type link injection tool.
