Health Sherpa 2016 Open Enrollment

Log-in issues WHERE?

HealthSherpa's log-in has NEVER failed (for agents).

Can't tell you about Sherpa's Client Log-In feature, though.
That's something new this year.
Haven't had ANY clients tell me they couldn't log-in there, though.

Maybe your secretary saved a client's password.

OMG Cat. This is scary. HC.gov asks the same question, but uses 2015 in the "do you have insurance" question, I believe.

Can anyone else confirm this? I don't use HC.gov often enough to be exactly sure.

Here's EXACTLY what HC.gov asks, Allen.
I made screenshots for you.....from an Active Renewal on HC.gov.

These questions (below) are all asked in the same section (one right after another). I've included ALL of the questions (in exact order) that they ask.

Is (applicant) enrolled in health coverage from any of the following?
- Texas's Medicaid Program
- Texas's CHIP Program
- Medicare
- TRICARE (Don't choose this if you have Direct Care or Line of Duty)
- VA health care program
- Peace Corps
X - Individual insurance (non-group coverage)
- None of these

Is (applicant) currently eligible for health coverage through a job (even if it's through COBRA or from another person's job, like a spouse)?
Select "Yes" if you could've enrolled in employer coverage for this year, even if the enrollment period for the employer coverage is over. Learn more about how to answer this question:
https://www.healthcare.gov/have-job-based-coverage/options/
__- Yes
X - No

Will (applicant) be eligible for health coverage from a job during 2016 (even if it's through COBRA or from another person's job, like a spouse)?
__- Yes
X - No
__- I don't know

Did any of these people recently lose health coverage? optional
X - No

Are any of these people losing health coverage in the next 60 days?optional
X - No
Learn more about losing health coverage:
https://www.healthcare.gov/help/losing-health-coverage/

Did any of these people recently get married? optional

(End of questions related to having insurance...and moves on to other stuff...related to SEP's...like births, adoptions, recent moves, just got out of jail?)

Of course, the screens differ (depending upon how you answer each question).
Here's a CMS video with screenshots (for different scenarios than mine above):

Your concern:

p.s. Please be sure to let us know if Health Sherpa is correct when the application asks if an applicant has 2016 health insurance in effect. My logic is having problems with that question. TIA.

Hello AllenChicago,
You should be answering No on that question for your applicants. This question is to make the distinction on whether the client will have access to ESI when the ACA plan starts.
Cheers!
Cat

Thank-you for pasting those HC.gov Insurance Coverage questions, TxOnline.

No wonder that Health Sherpa question regarding 2016 coverage is confusing! It's not asked by HealthCare.gov, and the HealthSherpa application doesn't lay out the context of that question... It simply asks, "Do you currently have 2016 Health Insurance in effect?".

For people who already have health insurance and are being auto-renewed by their insurer, I've been answering "YES" to that question. Doing so hasn't triggered any special requests for more information on their Marketplace notification letter.

But more importantly, there's no Health Sherpa application question asking if the applicant has Current 2015 Health Coverage in Effect.

Just when I thinking that all the HealthSherpa issues were behind us..(sigh). I'm going to ask CAT to double-check that 2016 question. If it's for 2016 Employer Sponsored Coverage, the question itself needs to say so.

Thank-you again TxOnline for chiming in and verifying the HealthSherpa error and/or oversight.

Allen, the goal of that question is to assess if the consumer is enrolled in other (non-ACA) subsidized coverage (medicaid, CHIP, etc.) for 2016, which would disqualify them for subsidy. If you mark yes, and then check the "Individual" policy (i.e. for a 2015 ACA plan) then the consumer is still eligible for subsidy. If your consumer has 2015 coverage that is ending in the next 60 days, then you should also mark no (hence the 2016 reference) - this is how HC.gov phrases the question.

Because ESI is relatively common, we explicitly broke it out into a separate question about whether or not the consumer's employer *offers* health insurance - even access is sufficient to disqualify for subsidy.

Thanks,
Ning

OK Ning. Thanks for responding. So there is no question on the application asking if the person is currently enrolled in health insurance coverage, like there is on Healthcare.gov. Correct? Or, am I overlooking it somehow?

Hey Ning, I just caught up on my reading, which is the last 10+ pages of this thread. I think you owe AllenChicago a bonus (and probably TXOnline too) for helping you debug your site! They are Awesome!

So with clients on sherpa do we have to redo all applications for renewal at a $10 clip?

Thanks Ann! Account Credits would be great!

CAT, you're amazing! Continued thanks and appreciation to You and Engineering for your talents, efficiency, and for keeping up with this thread.

A mere 3 hours later....

Per Family Deductible has been removed and you should no longer see this in the experience.
Cheers!
Cat

Yes! Thank you SO much!!!!!!!!!!!!!!!!!!!!!!!!!!

Is there some reason that Family Deductibles & MOOPs have now risen out of the grave again?
