Over the past 3 years, I've only had one client pay their premium at the time of enrollment. But common sense says that MoLina is likely holding the $$$, waiting for her Identifying Data to arrive from HealthCare.gov so they can mate the two.
Waiting a few days is prudent. In the meantime, do some SEP-related research: What's the best SEP for her... How to do it on HC.gov without having her call in... or, locate a WBE that's processing SEP enrollments concurrently with OEP enrollments.
