HHS chose May 15th when they stated that Open Enrollment would commence on October 1st. HHS suddenly changed OE to November 1st, but didn't change the plan submission deadline back to June 15th. I don't believe they ever intended to have Open Enrollment start on October 1st. As Somarco says, it was just one of the usual HHS deceptions designed to hurt health insurers...and agents. (More Overhead = Lower Commissions)

Adding insult to injury, it's expected that over 1 million people will obtain health insurance for the first time during the March 15th to April 30th PAE. The majority of these plans (with no claim history to reference) will go into effect on May 1st and June 1st. You can bet that insurance company actuaries privately consulted with each other, and started increasing planned 2016 premiums on the news of this politically motivated Penalty Avoidance Enrollment.
