First of all, a bit of reality here. If you're using Mojo and it becomes an issue then you need to take it down from 4:1 to 3:1 and possibly 2:1.

Why would anyone care about it being illegal if they're okay with misleading/deceiving/lying to clients in their voice mail message?
"Hello? Hello? Sorry I'll call you right back, I'm having a problem with my phone line I can't hear you."
I believe this (above) is the approach Mojo promoted at one time, my agents and I agreed it was misleading and canned it, but obviously most people are okay with it.
It's honest. You are having a problem with the phone line (you're not on it because you're not available) and you can't hear them (because you're not on the line). You're also going to call right back (when you're available).
Really, what's the problem you're having with the phone line?
I hope you sell clients a bit better than how you're trying to sell that as being honest LOL
I think the fact that I can't hear the line makes it a line problem. I guess its a area where we'll choose to disagree. It's definitely misleading, but not dishonest per se.
Could just as easily say "sorry I can't hear you, let me call you right back" and you're being perfectly honest.
My line, for the record, just comes up silence when I'm not available on the dialer, but I don't use multi-line until I'm on 3rd attempt-7th attempt.
