The insured is looking for Life Insurance more as an investment tool and for tax purposes via estate planning. His net worth is approx 4 million.

Well that explains the ONL. I would be surprised if you could not find something for him. However, the ratings or flat extras will blow a hole through his reasoning for the investment side of his reasoning.
