You will "be able to begin enrolling in exchange programs 10/1".
No one promised it would work. These are politicians, they choose their words carefully. They never said "reliable" or "functional" or "cross-browser compatible". They specifically never said "complete". You will be able to begin the process, that is all they have promised. They will exist, and you can start.
