Your Best Method/Place for Recruiting Agents

My partner and I have been selling Life insurance for a couple of years now and we decided to grow our agency and become MGA's.
We have a few people in our downline and one doing a great job. We took him through the licensiing process, trained him, and he's doing quite well but found him by chance.
My question is where is the best place or method you have found to build and find agents. As MGA's the contracts we offer are okay but work very with captive agents as their current contracts are very low.
We do have levels of contracting for people to grow and with enough people and production we will be able to offer street level to all. But how & where do we find the people now to get there? What's worked for you?
 
Leads, leads, leads. If you have leads, you can recruit agents.
 
Try advertising for sales people offering comm, renewals etc and find some who want to go for a license. I doubt you will be able to recruit experienced agents since you can't offer a big enough contract so find inexperienced people and train them. You could hire people to make calls for you on an hourly basis and lead them to get a license. Many agents do well with using fronters and closers. If they do well, they'll go for the license and now you have a great agent, already trained.
