You will probably have issues whether or not she has a guardian, they will have to sign. I doubt she is legally competent to sign. Senior life might do level. Do a search on Downs, Autism or similar disabilities

Yes, she does have a guardian/POA. If she is competent, could she still do the phone interview and sign the app.? Considering she is coherent and not just looking at the sky as I ask. I assume the POA would not be able to do the phone interview for her, right?

Yes, all Preneed insurance companies will take her.
If you want to stick with FE I have had similar cases approved with both Monumental and Settlers.
