There is a lot that will it really depends on your clients budget as these prem will be double or over that of term.

Yes.
In Whole Life it normally means a guaranteed issue policy that just returns premium and maybe interest if death in the first two years.
In Term it means at the end of the term period you get back the base premium you paid in over the years.
There are variables to the above.

You may be able to build something close with a UL. I believe that ONL had an ROP concept with their UL. Not going to be cheap. A nice sale.
Is he looking for ROP or the RdPu benefit at the end. That will determine how you build it.
Also I would post this in the Life Insurance forum. It is not really a FE concept. IMO.
