HC.gov rep assured me earlier this week that they don't care and don't have a way to check whether a "plan ending by XXX date" is truly being discontinued involuntarily or voluntarily. They let any kind of end date for an IFP go as a SEP, was his statement.

Not so fast, from the carriers, as stated by OP. I have seen this, and confirmed by email and phone, that, yes, the official stand of some carriers is that there are very limited circumstances where they will allow a SEP for switching from pre-ACA IFP to new 2014 plan. Some may be allowing, as well.

A service rep at the same carrier who says in print they don't allow voluntary change as SEP told me that in the real world of policy issue, they don't check. If HC.gov says it's a SEP, they issue the policy.

I am not going to base my marketing efforts on unwritten statements of service workers at HC.gov and a carrier, but, wow....
