how many units of insulin per day? is he on the insulin pump?
Prudential seems to be the best for cases like this.
What age was he diagnosed and how many units of insulin? Any other meds like blood pressure/cholesterol? Any complications of diabetes? Hospitalizations/ER visits/surgeries?
